IGCC's Washington, D.C., Office

Building Bridges Between the University of California
and the Washington Policy Community


Thanks to a generous grant from University of California Office of the President's Office of Research, the Institute on Global Conflict and Cooperation (IGCC) established a Washington, D.C., research and program office in August 1997. IGCC's Washington office, based at the University of California Washington Center (UCDC), was established to develop programs and projects to promote closer links with the policy community and to advance new international affairs-related research and educational opportunities for faculty, graduate students, and undergraduates throughout the UC system.

IGCC Washington Representative Joseph R. McGhee is a former Foreign Service Officer with more than twenty years' experience in international affairs. He builds the UC presence in Washington, D.C. by:

  • Communicating ideas and results from IGCC research projects to the policy community through conferences, briefings, and other mechanisms
  • Enhancing intercampus cooperation through foreign policy-related programs for UC students and faculty at the UC Washington Center
  • Increasing interaction between IGCC, government and nongovernmental organizations, and foundations in the Washington, D.C., area

IGCC assists UC faculty in a number of ways, including

  • Arranging policy briefings and the IGCC UCDC Speaker Series, which bring together government officials, Congress members and staff, and representatives of foundations, think tanks, and other international organizations, to learn about IGCC studies and research results
  • Facilitating faculty contacts in the policy community
  • Providing office space for faculty and graduate student research trips to Washington, D.C.
  • Setting up use of the UCDC facility for conferences and meetings

IGCC Washington Policy Briefings and Seminars

IGCC disseminates UC research results through policy seminars and conferences held at UCDC and around Washington, D.C. Participants include representatives from the U.S. government, foreign governments, nongovernmental organizations, international organizations, think tanks, foundations, and universities at home and abroad. The Washington office actively supports the implementation of IGCC-funded faculty projects that showcase faculty research and promote interaction with practitioners. IGCC can provide office space, conference facilities and staff support for faculty research trips and special events.

IGCC and the Policy Community

Through its Washington Representative, IGCC disseminates the results of UC research to the policymaking community. UC experts provide testimony to Congress, brief federal agencies, and consult with practitioners. IGCC seeks to work closely with the U.S. Congress, both the House and the Senate, and in particular with the California Congressional delegation.

Student Programs

IGCC runs Washington-based educational programs for graduate and undergraduate students, as well as international affairs programs on each campus. These programs provide unique research opportunities, practical experience, and contacts for the future. IGCC helps to place UC undergraduate and graduate interns in Congressional offices and other governmental, nongovernmental, and international organizations.

IGCC Graduate Summer Internships in International Affairs

This interdisciplinary award allows masters and Ph.D. students to spend ten weeks in Washington, D.C. Graduate student interns obtain valuable practical experience and opportunities for career development and dissertation research in the city where foreign policy is generated.

IGCC Fellowship in Foreign Policy Studies

This award allows UC Ph.D. students to benefit from the rich array of research resources in Washington, D.C. Fellows have access to international organizations, embassies, and historical archives, and to policymakers for research-oriented interviews. Fellows spend a minimum of one academic quarter to a maximum period of one year.
