The Northeast Asia Defense Transparency Index

The Northeast Asia Defense Transparency Index (DTI) measures defense transparency (see IGCC’s working definition of defense transparency) among six states in and around Northeast Asia in eight areas:

  1. Disclosures in defense white papers
  2. Disclosures on defense ministry websites
  3. Reporting on defense matters to the United Nations
  4. Openness of defense budgets
  5. Robustness of legislative oversight
  6. Robustness of defense media reporting
  7. Disclosures regarding international activities
  8. Disclosures regarding cyber activities

These indicators are aligned with one of the prevailing areas of focus in academic studies of transparency, as summarized in the table below.
