Strategic Weapons Proliferation
August 20–23, 1998

The University of California Institute on Global Conflict and Cooperation (IGCC), in conjunction with The Nonproliferation Policy Education Center (NPEC) based in Washington DC, announce an intensive seminar for UC, Cal State and California community college faculty and UC Ph.D. students on the problems of strategic weapons proliferation. Since the end of the Cold War, the proliferation of weapons and weapons technology has continued to present a challenging problem to the international community. Yet arms control has been less in the headlines and some say, less on the public policy agenda after the Cold War. How should we teach about strategic weapons proliferation today? Current and former U.S. government officials, representatives of NGOs, and professors from the University of California and elsewhere will discuss: the issues of safeguarding nuclear weapons technology and materials, the proliferation of chemical and biological weapons, ballistic missiles, the role of terrorism, and the economics of proliferation. Various approaches to teaching strategic weapons proliferation will be emphasized. The three-day teaching seminar will also include a simulation exercise and syllabus workshop.

Logistics

The teaching seminar will be hosted by IGCC and NPEC on the UC San Diego campus in La Jolla, CA. (Approximately 25 minutes by car from the San Diego airport.) The seminar will begin with a buffet dinner at 6 p.m., Thursday, August 20 and conclude after lunch Sunday, August 23, at approximately 1:30 p.m. Lodging will be provided on the UCSD campus for accepted participants for the nights of August 20, 21st, and 22nd and meals will be provided during the seminar. Travel expenses within California for accepted participants will be reimbursed. (Limitations will apply.) Participants are expected to attend all sessions of the teaching seminar.
